Um Plano Nacional de Segurança Pública com ênfase no social
Assistimos a um crescimento impressionante dos índices de violência, tanto nas periferias das grandes metrópoles, quanto em cidades de médio porte. O fortalecimento e a internacionalização das organizações ligadas ao tráfico de drogas e de armas, bem como das milícias, está contribuindo para o aprofundamento deste problema, que parece se tornar cada vez mais complexo e de difícil solução.
Com a nova tendência de associação entre traficantes e milicianos e com a exploração de novos e rendosos negócios ilegais (especialmente os imobiliários), aumenta o poder econômico e bélico desses grupos marginais. A solução parece estar cada vez mais distante. Esta situação afeta diretamente a oferta de educação, saúde, cultura, esporte, assistência e mobilidade urbana, bem como o desenvolvimento econômico destas áreas.
Na tentativa de enfrentar este problema, já foram concebidos inúmeros Planos de Segurança Pública. A grande maioria deles focalizava, quase exclusivamente, medidas no campo da repressão. Quando se analisavam os resultados, chegava-se à brilhante conclusão de que deveriam ter sido incluídas ações sociais.
Buscando entender o que seriam estas ações sociais, nos deparamos com vagas propostas, referentes à educação, saúde e algumas vezes à cultura. Mas, especificamente o que fazer nestas áreas? Mais escolas, hospitais, teatros, cinemas e campos esportivos?
Neste sentido, não podemos esquecer de que, em educação, já conseguimos praticamente universalizar a educação fundamental, apesar de ainda termos os desafios do acesso a creches, da permanência no Ensino Médio e da qualidade em todos os níveis. Problemas que afetam especialmente os territórios pobres.
Na saúde, fazemos parte do seleto grupo dos pouquíssimos países do mundo que possuem um Sistema Único de Saúde, ao lado do Reino Unido, Canadá, Austrália, França e Suécia. Resta, sem dúvida, o terrível problema da qualidade do atendimento.
Além disto, cresceram, nas áreas conflagradas, projetos sociais de iniciativa de organizações da sociedade civil e de empresas, nas áreas de geração de renda, esporte e cultura. Estas iniciativas, entretanto, tendem hoje a decrescer, justamente por conta dos altos índices de violência nestes lugares.
Enfim, avançamos muito na oferta de serviços do chamado “social”, para a população desses territórios, especialmente nas grandes metrópoles. Não vivemos hoje a situação antes classificada como “terreno baldio” das políticas públicas.
Considerando tais avanços, a “pergunta de um milhão de dólares” passa a ser: Que tipo de atuação repressiva e que estratégias de cunho social poderiam ser criadas e/ou articuladas, para aumentar o impacto das ações e promover, efetivamente, o incremento da segurança pública para todos?
Em 2001, a resposta a esta pergunta foi um Plano Nacional de Segurança Pública (PNSP) que dava destaque a programas da política social, especialmente aqueles focados na promoção das famílias pobres, na erradicação do trabalho infantil e na participação dos jovens.
Assim, foram incluídos no PNSP/2001 o Brasil em Família, desenvolvido pelos Núcleos de Apoio às Famílias (NAFs); os programas de Transferência Condicionada de Renda, que faziam parte da Rede de Proteção Social; o Programa de Erradicação do Trabalho Infantil (PETI) e o Agente Jovem, na modalidade de Agente Jovem de Direitos Humanos. Todos articulados aos serviços de educação, saúde e geração de renda.
O Brasil em Família, com já foi visto anteriormente, atuava diretamente com as mães. Com elas, era concebido um Plano de Desenvolvimento Familiar, que incluía o diagnóstico das demandas específicas, as metas a serem alcançadas e as responsabilidades da família e do governo. A partir daí eram realizados os encaminhamentos para serviços que atendessem a essas demandas e, paralelamente, desenvolvido um programa educativo de promoção familiar.
Neste programa eram discutidos, dentre outros, temas como: violência doméstica, igualdade de gênero, o valor da escola, gravidez na adolescência, maternidade e paternidade com responsabilidade, uso de droga ou educação financeira.
É importante destacar que, em muitos casos, indivíduos envolvidos com o crime faziam parte de um mesmo grupo familiar, o que aumentava o impacto do trabalho focado nestas famílias.
Além do PETI, as famílias tinham acesso a outros programas de Transferência Condicionada de Renda, como: Bolsa Alimentação, para a primeira infância; Bolsa Escola e Auxílio Gás, sobre os quais falaremos nos próximos episódios.
Talvez o mais importante programa social do PNSP tenha sido o Agente Jovem de Direitos Humanos que garantia um papel protagônico para o jovem pobre – ao mesmo tempo a maior vítima e o mais destacado agente da violência.
Os Agentes Jovens de Desenvolvimento Social e Humano tiveram uma atuação destacada na execução do PNSP. Com base nesta iniciativa, praticamente dobrou-se o número de jovens atendidos. Este programa era realizado em parceria com ONGs, como o Sou da Paz e o CIEDS, responsáveis por efetivar o pagamento das bolsas e pela capacitação dos jovens, que era realizada em ação conjunta com o CENAFOCO, sobre o qual falaremos mais adiante. Seu principal foco era a manutenção dos jovens na escola, a conclusão do Ensino Médio e a introdução ao mundo do trabalho, por meio de serviços prestados às comunidades.
Em resumo, a ação social no âmbito da segurança pública carregava os pressupostos da centralidade na família; da necessidade de ações integradas por ciclo de vida, com prioridade para os jovens; do protagonismo dos principais envolvidos; do retorno ou permanência na escola e da integração de esforços no território.
Os territórios, selecionados em função de indicadores de violência, constituíam a base concreta para a integração de medidas repressivas e preventivas, bem como para a avaliação de resultados. Ou seja, programas concebidos de forma articulada no PNSP deveriam ter uma execução integrada no território.
A bem dizer, o ideal teria sido que cada território realizasse um diagnóstico de seu contexto específico e traçasse um Plano Integrado de Desenvolvimento Local. Deste plano deveriam constar metas e estratégias de ação nos diferentes campos: segurança pública, promoção social (educação, saúde, cultura, esporte e proteção social), gestão ambiental e especialmente desenvolvimento econômico. A seguir, partir para a identificação de parceiros e programas já existentes, bem como de lacunas a serem preenchidas com novos programas. Tudo isto sem perder de vista a centralidade na família, na mulher e no jovem. Na época não chegamos a promover uma proposta desta envergadura. Pena!
Para institucionalizar a integração entre repressão e promoção, a SEAS foi incluída no grupo de coordenação geral do PNSP, junto com a Secretaria de Estado dos Direitos Humanos e o Ministério da Justiça. Isto era um indicador concreto da importância dada às ações sociais no PNSP.
A inclusão da assistência em temas que extrapolavam sua tradicional área de atuação, demandou uma consistente proposta de capacitação de gestores, conselheiros, prestadores de serviço, representantes da sociedade civil e líderes comunitários, a cargo também do CENAFOCO.
No momento em que se discutem os fatores responsáveis pelo aparente fracasso das Unidades de Polícia Pacificadora (UPPs), criadas em 2008, visando sua reestruturação, seria prudente, em primeiro lugar, não se “jogar fora a criança, junto com a água suja do banho”, ou seja, não se abandonar estratégias aparentemente eficazes, que podem não ter funcionado por problemas operacionais. Em segundo lugar, dar uma olhadinha em propostas anteriores, como a do Plano Nacional de Segurança Pública de 2001. Olhar no retrovisor é sempre bom para garantir um pouco de segurança para as novas propostas.
